安理會(huì)～理事國(guó) permanent member of the Security Council
(聯(lián)合國(guó)安理會(huì)最重要的核心理事國(guó)，共5個(gè)：中國(guó)、法國(guó)、俄羅斯、英國(guó)、美國(guó)。常任理事國(guó)具有非常任理事國(guó)所不具有的權(quán)限，即否決權(quán)。安理會(huì)的重要決議事項(xiàng)，即非程序事項(xiàng)的決定，以所有常任理事國(guó)投贊成票為前提，一個(gè)常任理事國(guó)投反對(duì)票，決議即被否決。聯(lián)合國(guó)正是依此為前提成立的) |
